Description field in upgrade command

Hello! @cloudmex-alan

In case of upgrading contract, the description of the proposal is hard-coded and there is no possibility to set the custom one. I've made the pull request providing this functionality, if you like it, it would be great to have such ability in your contract. Thanks!
