Automate build process using packer

Currently the build process is semi-automated - vagrant+ansible take care of most of the work to provision a VM, followed by manual steps to export a new vagrant box and upload.

Intent is to move over to using packer for the full process, which will also allow building the image for different providers (like libvirt/vmware/pubcloud).
