Switch changesets action to dotansimha/changesets-action@v1.5.2

Summary

• Replace changesets/action@v1.7.0 with dotansimha/changesets-action@v1.5.2 for consistency with our other repositories
• Fixes CI failure where createGithubReleases: aggregate and the githubReleaseName/githubTagName inputs were not supported by the upstream action

Test plan

• Merge a changeset to main and verify the release workflow completes successfully
• Confirm aggregate GitHub release is created with the expected name/tag
