arch migration PRs not actually adding aarch64 and ppc64le builds

Issue

In #6586 I asked the arch migration for some packages, and the PR conda-forge/zenoh-feedstock#5 was opened. However, no actual aarch64 and ppc64le jobs were added.

Manually adding the build_platform (as done in conda-forge/zenoh-feedstock#7) fixes the problem.

Should we move this over to regro/cf-scripts where the associated migration code lives?

I was not able to understand if this was something related just to zenoh packages or a generic issue. If it applies to all repos, for sure we should move the issue.

Took another look. It seems like something peculiar and unique happened in this case as neither the Azure nor the Travis CI files were added

The README was re-rendered though. However it references both Azure and Travis CI 😕

So maybe there was an error/bug in re-rendering. Little tricky to debug further as we don't have the logs or a reproducer atm

If we can come up with a re-rendering reproducer, we can file a conda-smithy issue. If not, maybe we close and keep an eye out for future issues like this

I am not sure how much it is related, but I kind of reproduced a similar behavior in conda-forge/libignition-utils-feedstock#13 . If I remove the explicit build_platform value for linux_aarch64 and linux_ppc64le in the conda-forge.yml, then the jobs switch back to use Travis, and then no job is actually triggered given all the Travis problem described in conda-forge/conda-forge.github.io#1521 .
