[Proposal] Support sysctl adjustment #177
Description
The OCI spec allows to define the kernel parameters , see https://github.com/opencontainers/runtime-spec/blob/main/config-linux.md#sysctl
It will be nice to enhace NRI to allow plugin developers to adjust sysctl parameters at runtime
