Locate function project in a subdirectory of common root failed

My configuration is

```
root/src/AzureFunctions/AzureFunctions.csproj
root/test/TestProjects/TestProjects.csproj
```

and the function project cannot be found with `src/AzureFunctions`.

It seems that since #440, only the direct children of candidate are evaluated.
