Participants & contributors

I noticed that "participants" and "contributors" are widely used as general terms indicating people who are engaging in the Network but are not necessarily members throughout the whole documentation. But in this particular one, "Chapter Guidelines," they are defined differently and that might potentially cause confusion among people who are familiar with the new structure (especially those from regions where English is not first language).
Maybe we could use the term "contributors" only to refer to non-Members in the other documents to keep consistency for now, @Claudioruiz ?

Looking at the document, this is the definition:

A Chapter is constituted by all CCGN Members (Individual Members and Institutional Members (collectively “Network Members”)), and other contributing people and organizations working in or associated with a particular country but who are not Network Members (“Country Contributors”). Network Members and Country Contributors are collectively referred to as the “Country Participants”).

Can you please clarify the cause of confusion?

For example in the Charter, participants and contributors are used interchangeably, as seen below.

Joining as a Member or other participant means joining a global network of individuals and organizations that work together, in many different ways, to promote and enable openness and sharing around the world. We are all collectively committed to building a global network that is supportive and that recognises and celebrates the achievements of others. We expect that as a Member or other participant, you will strive to work collaboratively and help others achieve our shared goals.

In your activities as a Member, many Members will work with others in your country to constitute a local Chapter, organizing activities consistent and aligned with the CCGN shared strategic vision. In addition to a local Chapter’s organizational structure as described above, CCGN Platforms frame what a Member or other contributors can say and do on behalf of Creative Commons or the local Chapter. Platforms enable diverse and widespread participation while ensuring that activities of Members and other contributors are strategically aligned and consistent. We welcome your initiative and creativity in how you contribute to the CCGN and our shared goals.

In the Network Strategy doc, there was a definition of Contributor, and we have developed the whole documentation based on the Network Strategy. And we have used participant and contributor interchangeably. You might say "Country Contributor" is totally different from "contributor," but not so much for those in the non-Western world who use different alphabet systems (For example, not many Koreans get the difference between capitalized and non-capitalized words.)

What I'm saying is, if these two terms - Country Contributors and Country Participants - are necessary to explain the difference clearly in this document, then let's use them in other documents and also define and use "Participants" in that way (i.e. a collective term for Network Members and Contributors").

Another thought - should we really use the word "country"? I think "Contributors" and "Participants" would suffice, since we can still use just "Contributor" when we are referring to a non-Member who participates in the Chapter. There's not such a thing like a Country Contributor who is not regarded as a Network Contributor, right?
And even if we still need another term, I think it's better to use "Chapter" rather than "Country."
