Add button to show LA boundaries #36

User request:
A useful addition at some point would be a layer on the map which shows the district and/or highway authority.
This could be done as a button toggle of some kind, or as just a layer.
The CycleStreets API has a boundaries call that should be used, though it currently returns centrepoints rather than full exact detail, so needs some adjustment.
