rerun scenarios_streamlined.r for sites with invalid desire_line data

A few sites: including LCID have invalid desire_line data (see https://raw.githubusercontent.com/cyipt/actdev/main/data-small/lcid/desire-lines-few.geojson) where the geocodes are set as 0. This can be fixed by rerunning the scenarios_streamlined.r
