Integrating AI into the release and issue workflow

Since AI is not enabled by default do we need a Using AI checkbox or section on the issue template?

Again, since AI is not enabled by default are we going to ship AI and non AI releases?

I see that there is still some confusion, on our side there is only the ONNX layer which enable the use of models:

• ONNX is OFF by default on sources from the Git repository (no AI)
• ONNX is OFF by default on the release sources tarball (no AI)
• ONNX is ON by default on our Windows & macOS binaries on GitHub (AI possible)
• We never deliver any models with our sources nor with the binaries on GitHub.

So having an AI check in issue template makes sense, and in all case someone can build from sources with AI enabled.
