CPU usage maxes out available system resources

Describe the issue
When performing snapshot or realtime CDC replication the available CPU resources are exhausted.

Expected behavior
Process should manage CPU usage automatically to not stall the server

Actual behavior
As the process runs, it consumes more and more CPU until the server can't perform any other tasks

When this situation happens, it means that we need to reduce the number of extractor snapshot/full threads and or rows extracted and applier threads and or rows applied.
