Some DBAs are very strict about their VLF counts. Expand-DbaDbLogFile should cater to this. Currently, it is entirely possible to run Expand-DbaDbLogFile with the intention of lowering your VLF count and end up with an increased VLF count.

I imagine that this ends in Expand-DbaDbLogFile gaining a -TargetVlfCount parameter. I have no idea how we would go about actually implementing this. @ClaudioESSilva would be the most likely to know if it's a reasonable thing to ask for.
