Merging rebase PRs can lead to wrong latest build applied stored in BAR

If you have a rebase PR and it receives a new build, but you instead merge with the previous one, Maestro will most likely save into BAR that the latest one was flown instead (because it technically flowed that build into the PR from its point of view).
