Regenerate target packs with latest ildasm version

As noted in #1527, the target packs should be regenerated with the latest version of ildasm.

• microsoft.aspnetcore.app.ref,6.0.2
• microsoft.netcore.app.ref,6.0.0
• microsoft.netcore.app.ref,7.0.0
• microsoft.netcore.app.ref,8.0.0
• microsoft.netcore.app.ref,9.0.0
• microsoft.netcore.app.ref,10.0.0
• netstandard.library,2.0.3 generate.sh doesn't support and ROI is low
• netstandard.library.netframework,2.0.1-servicing-26011-01 generate.sh doesn't support and ROI is low
• netstandard.library.ref,2.1.0
