Bugfix METviewer UI incorrect behavior

Describe the Problem

The METviewer UI does not behave as expected:

• Requesting abline via the Formatting->Plot Script Commands does not generate the expected abline
  • NOTE: When run in batch mode, the requested abline is drawn, indicating that the issue is in the METviewer code and not in the METplus Analysis Tools (i.e. METplotpy)
• Loading an XML config file with VarianceInflationFactor set to true does not set the VarianceInflationFactor to True in the "Commons" tab
