Logging pubsub subscription only works in same project as gke. #562

Describe the bug
It is not possible to have the logging pubsub subscription located in a project other than the one the cluster is being installed into.
To Reproduce
Self configure an existing gke autopilot cluster in project a.
Manually create the pubsub topic and subscription in project b.
There is no configuration available in values.yaml to set the logsSubcriptionProject
Expected behavior
Place to set logsSubscriptionProject in values.yaml which in turn would set LOGS_SUBSCRIPTION_PROJECT properly in src/lib/logs/log_forwarder_variables.py
