Relocate ABI compatible data types docs to Baselibs feature

Currently the documents belonging to the ABI Compatible Data Types are linked to the Communication Feature: https://eclipse-score.github.io/score/main/features/communication/abi_compatible_data_types/index.html

Since the ABI types topic is moved to the Baselibs Feature, the documents need to be relocated

• ABI Compatible Data Types Feature request is converted to Component request and moved to Baselibs Module
• ABI Compatible Data Types Feature requirements are converted to Component requirements and moved to Baselibs Module
