Support correct targets & toolchains in each S-CORE module

To streamline integration in refernce_integration repo, each module shall build against:

• x86_64
• aarch64
• x86_64 qnx
• aarch64 qnx

Requires toolchains to be used:

• GCC and QCC coming from score_bazel_cpp_toolchains version 0.2.2 (https://github.com/eclipse-score/bazel_cpp_toolchains)
• Rust comming from score_toolchains_rust version at least 0.4.0 (https://github.com/eclipse-score/toolchains_rust)

NOTE: Previously used toolchains should be removed from modules unless given module have some specific usecases.
