Epic: LoLa buildable & existing tests runnable

Acceptance criteria:

• Repository based on repository template existing (Bazel build infrastructure, CI, README, gitlint, unit testing), see Epic: (Initial) Set-up basic repository & build infrastructure #585
• Pre-existing source code (no adjustment to coding guidelines needed) buildable.
• Pre-existing unit tests buildable and successful.
