Low-Q2 particle reconstruction using onnx framework

Briefly, what does this PR introduce?

Adds ML workflow for the Low-Q2 Tagger particle reconstruction based on the onnx framework provided. As an alternative to the TMVA description.

Currently not added by default as there are a number of things which need to be adapted. I will follow up with a note of the relevant issues/PRs.

Essential for running the inference:

• Add onnx file to epic-data: added TaggerTracker onnx files epic-data#23
• Add commit tagged link to epic calibrations.xml: Added TaggerTrackerTransportation.onnx to calibrations.xml epic#823

Automated training workflow

• Put model and training scripts on detector_benchmarks: Low-Q2 ML training and testing for onnx network detector_benchmarks#123

Desired to allow the Particles output from the inference to better be injected into ReconstructedParticles.

• Combine particles after full reconstruction: Make ReconstructedChargedParticles a subset collection of ReconstructedParticles #1571

Needed for producing minimal files which can test replacement onnx files

• Remove need for EventHeader: Change EventHeader check to be non fatal #1698
• Allow reconstruction without optional collections present: Consistent implementation optional input/output collections for factories #1235
