[Windows 11 ARM64]: Fleet Server fails to enroll and errors are displayed while running the install command

Kibana Build details:

VERSION: 9.3.0 SNAPSHOT
BUILD: 94200
COMMIT: 36db4d9d2879c273b327342197440300198d6fb7

Host OS: All

Preconditions:

1. 9.3.0 SNAPSHOT Kibana should be available.

Steps to reproduce:

1. Navigate to Fleet>Agents tab.
2. Click on Add Fleet Server host and add a new Fleet Server host: https://public-ip:8220.
3. Copy the generated enroll command and run the Fleet Server install command on a Windows 11 ARM64 machine.
4. Observe Fleet Server failed to enroll and shows errors in CLI.

Expected Result:
Fleet Server should enroll successfully on Windows 11 ARM64 without errors.

Whats working Fine:
Fleet Server enrollment works successfully on Windows 11 x86_64.
