Write file from DuckDB

Pull Request Description

• Sort issue with URI encoding and handle spaces in URIs (fixes spaces in OneDrive paths and random download issue).

• Rename other to passthru on if_not_error so clear what it does in IDE.

• OneDrive_File conversion to Data_Link_From_File allowing use in more places.

• Add surround to SQL_Statement allowing a function to wrap an existing query in SQL code.

• DuckDB_Connection.write_database function to save a copy of the database as a new DuckDB file.

• DuckDB_Connection.write_database function to save a DB_Table query to a file.
