Can the Google Woff2 package take a Woff font input?

as far as I can find, there isn't anything that does this transformation (at least not without external dependencies) - you gotta go from woff to to woff2

To that end you might wanna use woff-tools to convert to ttf and then use this library to convert from ttf to woff2
