Official one is available from the Download page

You are right.
My misunderstand that tipically in Github project the download file are in relase scetion.

Version 18.3.0 of the installer is mono language.

My intention is to test the new multilanguage installer.

You might use artefact from msys2 CI action for that. :)

I told you how/where to get (latest) (non-official) installers. On Msys2 CI.
