Doubly unnecessary for Chef-13

All that resource cloning ever was, was merging properties from two different resources.  So if this cookbook was modified to spit out a warning when resources were merged, then you would have re-engineered CHEF-3694 warnings from scratch.

Aside from that CHEF-3694 warnings have been removed from Chef-13 completely.
