Some long-running scenarios might want to send transactions without necessarily expecting them to land onchain. When they all land onchain, it can drive gas prices up perpetually. One way of mitigating this is to reduce the spam rate, but then we lose the whole "generating load" aspect of the program.

Describe the solution you'd like

Manual gas price assignment:

• add a CLI parameter to set the gas price
  • allow suffixes, assume wei (e.g. "5gwei" or "5000000000" would be acceptable)
• TestScenario applies a gas increment over time; make sure it's not applied when the "gas price override" parameter is set
