Is it possible to tune Fledge using environment variables or a configuration file?

Is it possible to set the tuning factor using an environment variable or a configuration file?

We took the very conscious decision not to configure Fledge via a large collection of environment variables as it is not a very extendible process and very hard to manage in any centralised way. It also means that to do any reconfiguration you need to restart the Fledge instance.

Hence we do the configuration via a REST API and have it persisted in the Fledge instance. What is your use case here?
