Track new models and the date they are expected to appear on the leaderboard for the first time

We run models then wait 50 days for them to appear

1. Note when a model first forecasts and 
2. Check the forecast it produces to see if it's valid
3. Write the expected date of appearance on the leaderboard

Also handle external submissions.
