SQL downloads with multi taxonomy `taxonomicIssue` not currently working

The SQL downloads with taxonomicIssue when a checklistKey is specified are currently not working.

The taxonomicIssue field is not being populated as part of the table build. The content should contain a map in the same vein of classifications
