succeeded downloads without datasets #441

This download show as SUCCESS
https://api.gbif-uat.org/v1/occurrence/download/0000002-251201132144941
but has no datasets - I've seen that before. Is it simply because it takes some hours for those to be completed or do we have bad caching somewhere?
This seem to be an api error
