Add UpdateGroups operation for Accumulo Store #3372
Description
Describe the new feature you'd like
When adding new groups to an existing graph's schema, these new groups are not added to the groups in the accumulo tables.
Why do you want this feature?
Add an operation that updates the groups defined in accumulo to enable users to manually update these tables where they currently are unable to.
Describe alternatives you've considered
Considered enabling accumulo table updating on each restart but a manual operation provides more control where there are risks associated with updating an existing graph's schema.
