• Tear down CDK stacks independently #4527

Split from:

• Prevent lambdas starting ECS tasks during deletion in CDK #5983

We'd like to update the tear down script to stop pausing the Sleeper instance before invoking the CDK.

Technical Notes / Implementation Details

This happens in ShutdownSystemProcesses. We should be able to remove that class, and places that use it.
