Reenable CI test for committee

To be done once IntersectMBO/cardano-node#6130 is resolved.

Following two tests have been disabled which need to be reenabled later,

        , GeniusYield.Test.Privnet.Committee.committeeTests setup
        , GeniusYield.Test.Privnet.Gov.govTests setup
