Feat: Manually upload envelope

Since there is an option for downloading the received envelope, it would be nice to also be able to manually upload the downloaded enveloped for future view on spotlight

In what situation have you wanted this? just curious. It could make sense to allow that but I can't think of a reason rather that for us developing spotlight to test some concrete envelopes
