Interoperability between apps- users can detect and installations do not block

We build an app using the Open Trace source code as Social Distance Alarm, we also built a version for United Nations Technology Innovation lab called 1point5 App. There is also a library that any company can use the social distance alert features with. Return Safe is one of them.
Currently when I have the Un app installed and the Social Distance Alarm app installed - another instance wont work- so the Return Safe instance will not alert- this also means if other apps are suing the library as a basis for contact tracing, having 2 apps installed and interfere with eachother means contact tracing on the one app wont work unless the other is installed.

We want all apps who use this source to:
1.) Work when they are installed
2.) Be able to detect each others users.
