`enableShellOutputEfficiency` in settings.json is broken

What happened?

I believe there is an error in #10651 There ought to be a settingsSchema entry for the enableShellOutputEfficiency option and there isn't. This means that there is no way to turn this off and it's always on.

What did you expect to happen?

model.enableShellOutputEfficiency should allow you to tun this off.
