In notebook settings, add setting to make text cells non-editable (=locked) #5810

Is your feature request related to a problem? Please describe.
Students sometimes double click text/markdown cells which confuses them since they are only used to editing code cells. I suggest to add a setting to turn off editing for text cells. (this will work for colab internactive textbooks really well) Students should still be able to see and read all cells, including the locked cells.
Describe the solution you'd like
Add a setting to notebook settings: "lock text cells in whole notebook"
After the "lock text cells" setting is on, students will be unable to double-click and edit text cells
Describe alternatives you've considered
It's a new feature, it doesn't really have any alternatives except status quo.
Additional context
Also will help in presentation mode, when I double-tap the screen accidentally while on a text cell.
