add curl shell installer

For convenience add a curl installer, supporting Linux and MacOS,  to install `pac` on a system.

Command should be hosted using a GH release.

Expect:

```bash
curl -fsSL https://github.com/gregl83/pac/releases/download/vx.y.z/install.sh | sh
```
