District / council member : performance / time view

split the map into the districts and figure out how each council member is performing. Like a race, but by proportion of population / area of each district. 

Handicap by budget if we can find that.

List out historical performance of previous council members

Show a running status for current members (would be useful for those coming up for re-election)
