Setup `2025_Reefscape` Project w/ all files

This means two things.
Firstly, we will have to make sure that all of our subsystems, classes, and program files for the competition code are in the project for 2025 Reefscape

Then, the next half is making sure that we also move any unnecessary code for the thrifty chassis out of the ThriftyTest project.
