Support for GEP-1619: Session Persistence via BackendLBPolicy

I would like HAProxy Unified Gateway to support the Session Persistence extension for Gateway API. HAProxy can already do session persistence with cookies or based on a HTTP header, so probably that only needs to be exposed via the API?
