migrate circuit #35
Description
Process all transactions contained in data-availability that has been done for a specific batch in source rollup and:
check toIdx is migration account idx
verify account fromIdx state (bayjibjub, ethAddr,...) with state-root of source rollup
create accounts in destiny rollup for imported accounts
