feat: Add heroku_dev_center Resource (#84)

* adding crawler service and initial resource for the making dev center available

* merging diffs with main

* removing .dxt file from commit

* updating to resolve npm test errors

* adding unit test for registration confirmation with correct name

* updating to only return the contents of the hosted file

* refactor of text output to remove typing confusion in testing
