Reason
The changes being made to address MOOSE issue #32508 (idaholab/moose#32508) affect the ConcreteLogarithmicCreep model in blackbear.
Design
The changes to the base class mostly necessitate a minor update to this model to define the longterm dashpot elastic properties. We will also add an option for specifying different properties for that longterm element similar to what is doing for moose.
Impact
This will not change the default behavior of the model, but will add additional options.
