HVAC from Gallery app

When HVAC is open from Gallery app, below issues are seen in displaying graphics

-The HVAC pop-up flickers, increases its size, as a result when a user closes the HVAC it does not close completely. Part of the control stay open above the status bar

Steps to reproduce:
From gallery app, click on HVAC from status bar. The air circulation controls do not fill color around the control to indicate control is clicked

1. From app icon in statusbar, Open Gallery app
2. Open an image/ video in gallery app
3. With the image open in the background, open HVAC
   You will see a flickering with window increase its size
4. Try closing the control.
   Control wont close completely. A tiny semi circle is still seen above the status bar
