Add more context about spack, modules, and descriptions to help with MCP correctness

Jarvis environments were made for several reasons. First, spack is super slow. Second, we wanted to avoid having to reload spack modules just to run a pipeline.

However, if we start using AI, the AI should be able to create environments. Thus, we need that context instead of assuming users will just know that.
