New auditor: Client can generate offline tokens #172
Description
Several settings need to be combined to make a client able to generate offline tokens. We have auditors for some of them, but not a single auditor that combines all of these to determine if a client can generate offline tokens. It would be interesting to build an auditor that combines all of them.
