Editing of plots possible with hoes

Issue description

• Expected result: Blocks should not change
• Actual result: Blocks changed

Steps to reproduce the issue

1. Install the Release API 4 version of MyPlot
2. Right click with a hoe on any plot
3. The block changes even if you are not actually allowed to build / remove blocks on the plot.

OS and versions

• Plugin Version: 2.1.0
• PocketMine-MP: 4.0.9
• PHP: 8
• Using JIT: yes/no (delete as appropriate)
• Server OS:
• Game version: Android/iOS/Win10/Xbox/PS4/Switch (delete as appropriate)
