Unable to keep Desktop Configuration panel disabled

Bug description

It seems that when I disable the Desktop Configuration panel it just re-enables once the app is restarted and it messes up the layout of all the panels.

Not sure if this is intentional or not.

Steps to reproduce

1. Open app
2. Click settings
3. Click panels
4. Uncheck Desktop Configuration
5. Close settings
6. Close app
7. Open app

Expected behavior

Desktop Configuration panel being disabled persistently across app closure.
