Support EKS cluster deletion protection feature

As per AWS announcement: https://aws.amazon.com/about-aws/whats-new/2025/08/eks-safety-control-prevent-accidental-cluster-deletion/

As of Aug 7, 2025 AWS has released a new feature for Amazon Elastic Kubernetes Service (EKS) now supports deletion protection, helping you prevent accidental termination of your EKS clusters.

Environment:

• Cluster-api-provider-aws version:
• Kubernetes version: (use kubectl version):
• OS (e.g. from /etc/os-release):

This issue is currently awaiting triage.

If CAPA/CAPI contributors determines this is a relevant issue, they will accept it by applying the triage/accepted label and provide further guidance.
